Financial Transparency Statement
At Heaven Sent Community Services and Veterans Assistance, we believe that every contribution carries a heartbeat of trust and compassion. When someone gives, it is more than money — it is faith in action, a hand reaching out to help a veteran find healing, a senior find comfort, and a struggling family find hope again.
We honor that faith through financial transparency and faithful stewardship. One hundred percent of all grants, corporate donations, and private donations go directly to the programs they are intended to support — not to fundraising expenses, not to staff bonuses, and not to personal use. Your generosity builds what truly matters:
- Drug and addiction recovery treatment programs that restore lives.
- Safe housing and small home initiatives that bring shelter to those without.
- Food pantries and community care outreach that help ensure no veteran, senior, or disabled individual goes hungry or forgotten.
We do not use donations or grant funds for entertainment, recreational extras, gym equipment, field trips, or community outings. Those are funded separately only when specifically designated for that purpose. At Heaven Sent, we believe the money entrusted to us must go exactly where the giver intended — into the heart of service, not overhead pockets.
Unlike many organizations where executives earn six‑figure salaries, we choose humility over luxury. As the founder, Joseph Ryan lives modestly, grateful for every blessing God provides. I am content with only what is needed to care for my family — because I came into this world with nothing, and I will leave the same way. You will never see an armored car following a hearse, and there is no expiration date stamped on the sole of my foot. What matters most is that our clients, our veterans, our elders, and our families are cared for first.
Community Service Fund Use and Fundraising Accountability
Our Community Service Funds and fundraising efforts are living proof that compassion is stronger than circumstances. Every act of giving, every fundraising campaign, and every community drive reflects a partnership with God’s calling to serve others.
We raise and steward funds with accountability and honesty. Every dollar is carefully tracked, documented, and reported in compliance with IRS charitable guidelines and public‑disclosure expectations for Form 990 and related filings.[web:221][web:222] Funds from community donations and organized fundraising are used exclusively for our core programs and services — the very foundation of our mission:
- Sliding‑scale shelter access for the homeless and displaced.
- Transitional and veteran housing assistance for those rebuilding their lives.
- Food pantry and hygiene outreach for individuals and families in need.
- Transportation and case management services to help clients become stable, self‑sufficient, and strong.
For us, fundraising is not just about asking; it is about building faith through action. We do not spend your support on frivolous extras or inflated salaries — we spend it on people. Every registered dollar moves toward a life restored, a meal shared, or a soul touched by kindness.
We remain accountable not only to the IRS and our supporters, but also to the One who called us to serve. Our mission is God‑centered, people‑driven, and built on the conviction that love and honesty must guide every decision. This work is not ours — it belongs to Him and to the community we serve.
Our Pledge
We pledge to continue this mission with humble hearts, steadfast integrity, and unwavering faith. Every dollar, every prayer, every volunteer hour helps us build a place of hope where veterans, seniors, and those with disabilities find the care and dignity they deserve.
This is not just our duty — it is our calling. With your trust and God’s guidance, we will keep walking this path together, serving others with open hands and open hearts.
With gratitude and faith,
Joseph Ryan

Reimbursements and Expenses
Staff and volunteers may receive reimbursement for approved expenses such as travel, lodging, and fuel when attending classes, training, or meetings related to our nonprofit or veteran programs. All reimbursements require prior approval by authorized leadership and follow written expense‑reimbursement policies.[web:221]
Fiscal Year and Public Disclosure
Our fiscal year ends on December 31. Our IRS Form 990 is reviewed and approved by our accountant and board of directors by February 2 each year. Beginning on that date, copies of audited (or accountant‑reviewed) financial statements, annual reports, and Form 990s are available for review by donors and the public, consistent with IRS public‑disclosure rules.[web:221][web:222]
Financial documents can also be accessed through:
- The IRS charities and nonprofits tools, where Heaven Sent Community Services and Veterans Assistance is listed as a public nonprofit organization.[web:222]
- Our website, which includes copies of our organizing documents, tax‑exempt determination letter, conflict of interest policy, and annual financial summaries.
As a recognized tax‑exempt nonprofit organization under section 501(c)(3) of the Internal Revenue Code, Heaven Sent Community Services and Veterans Assistance seeks to be transparent in its financial operations by making key information publicly available.[web:221] It is our goal to be good stewards of the funding we receive and to be forthright in our plans and direction. We strive to:
- Be honest in the solicitation of materials and be truthful and clear in communications with donors about how their gifts will be or have been used.[web:221]
- Maintain a conflict of interest policy for board and staff and review it regularly:
– Conflict of Interest Disclosure Form and Policy - Publish financial information on our website as appropriate, such as our tax‑exemption application, IRS Form 990, financial management policies, and annual summaries.
- Ensure regular board review of current financial statements and the IRS Form 990 prior to filing.[web:221]
- Adopt sound financial management policies and internal controls to ensure accountability:
– Financial Management Policy
– Expense Policy / Travel Reimbursement - Be transparent about who is accountable for expenditures and how funds are allocated between program and non‑program costs.
- Respond appropriately to requests for copies of financial reports, in line with IRS public‑disclosure requirements:
– Requests for Financial Statements Policy
– IRS: Public Disclosure and Availability Requirements[web:221][web:222]
Public Disclosure Policy
The following documents will be made available to the public through the Heaven Sent Community Services and Veterans Assistance website and upon request. (All links open in a new window.):
- Articles of Incorporation and all amendments
- Bylaws and all amendments
- Conflict of Interest Policy for the Board
- Audited financial statements (as applicable).
- Form 990 (posted on our website and available upon request).
The internal financial statements used by the board are unaudited and are for internal oversight and planning. Because they have not undergone an independent audit or external review, we believe it would be unwise to publish them broadly. Instead, the Form 990, prepared with the advice of our independent accountant and filed annually, serves as the public summary of our financial condition for each fiscal year.[web:221]
