A Safe Place to Land. A Real Path Home.

Heaven Sent Community Services & Veterans Assistance is developing Safe Harbor as an integrated campus where housing and supportive services work together in one coordinated system — from street and vehicular homelessness, through stabilization and transitional housing, to on-property affordable long-term housing and greater independence.

Because getting someone indoors is important. Helping them stay housed is the mission.

The Safe Harbor Vision

One Property. Housing, Services, Training & Community Together.

This master concept graphic shows how the planned Safe Harbor campus brings housing and supportive services together in one coordinated location.

More Than a Place to Live — A Place to Belong. Housing is a core part of Safe Harbor whether or not a resident participates in workforce training.

Truth Matters

What We Do Now — And What We Are Building

We want clients, families, partners and funders to know exactly what is currently available and what remains part of the planned Safe Harbor development.

✓ Community Services Today

Heaven Sent provides and coordinates outreach, casework, housing navigation, Veteran assistance, benefits and service connections, food and basic-needs support, transportation assistance when available, peer support, faith/pastoral care and referrals to community providers. Availability depends on eligibility, funding, partner resources and capacity.

⚓ Planned Safe Harbor Housing Campus

Safe Harbor's campus housing, cottages, affordable units, workforce facilities and campus-based services are development goals subject to land acquisition, funding, approvals, partnerships and construction. Planned units are not represented as currently available beds or apartments.

The Housing Continuum

From Crisis To Permanent Stability

Different people enter at different points. The goal is to remove barriers without forcing every household into the same path.

Safe Harbor: One Property • One Coordinated System

Housing Is A Core Safe Harbor Service — Not A Reward For Job Training

The planned Safe Harbor property is designed to include emergency stabilization, transitional housing and long-term affordable housing on the campus itself. Residents do not have to participate in workforce or job training simply because those services share the property. Each resident's plan is based on individual needs, eligibility, goals and available program resources.

One Campus. Many Services. One Path Toward Stability.

Housing and supportive services are coordinated under one Safe Harbor system. A Veteran may need VA navigation. A senior may need affordable rent and benefit assistance. A person with a disability may need an accessible unit and transportation. A working parent may need affordable family housing and child/family supports. Another resident may choose workforce training, certifications or an apprenticeship. The campus is designed so people can receive the combination of services appropriate to them without making job training a blanket condition of housing.

Planned On-Property Housing Continuum

The Safe Harbor development vision includes multiple housing options on the property so the campus can respond to different stages of housing instability and different household needs.

Housing On The Property

Affordable housing is planned as a physical part of Safe Harbor itself — not only as a referral to housing somewhere else. The development vision includes affordable apartments, cottages/tiny homes, family units and accessible housing, subject to final design, financing, approvals and construction.

🧭

Individual Service Plans

Residents can be connected to the services that fit their circumstances. Housing, food, transportation, benefits, Veteran services, disability supports, case management, pet support, healthcare referrals and other assistance can work together without requiring every resident to use every program.

🛠️

Workforce Is An Opportunity

The planned Workforce Academy, certifications, apprenticeships and employment pathways are available opportunities for appropriate participants. They are part of the campus stability system, but they are not presented as a universal condition for receiving affordable housing.

👨‍👩‍👧

Families & Working Households

Affordable family housing can serve households whose earnings are not enough to secure stable market-rate housing. A person can be working and still need affordable housing and supportive services.

🎖️

Veterans

Veterans can receive housing support alongside VA navigation, benefits assistance, transportation, peer support and other appropriate services without being required to enroll in job training.

👵

Seniors & People With Disabilities

Residents who are retired, unable to work or living with disabilities can have housing pathways centered on affordability, accessibility, benefits, independence and quality of life rather than employment participation.

Safe Harbor Integrated Service Hub

HOUSING sits at the center of a larger stability network. Residents use the services appropriate to their needs; this is not a checklist every resident must complete.

New: Affordable Housing Program

Affordable Housing Is The Bridge To Lasting Independence

Transitional housing cannot be the final destination. Heaven Sent's housing strategy includes developing and connecting people to affordable long-term rental opportunities for households whose income cannot keep pace with market rents.

🏢

Affordable Rental Housing

Planned apartments, cottages and other housing options can be designed for income-qualified households, including Veterans, seniors, people with disabilities and families.

🎟️

Voucher & Rental-Assistance Navigation

Help eligible households understand and pursue appropriate public housing, Housing Choice Voucher, HUD-VASH and other rental-assistance pathways administered by the responsible agencies.

♿

Accessible & Special-Needs Housing

Housing planning should include mobility, accessibility, caregiver, disability and aging needs rather than trying to fit every household into the same unit.

👨‍👩‍👧

Family Housing

Stable family housing supports school continuity, employment, safety and a child's ability to grow without repeated displacement.

👵

Senior Housing Stability

Fixed-income seniors may need affordable rents, accessible design, benefit navigation and connections to services that support aging in place.

🎖️

Veteran Housing

Veterans may be connected to VA and HUD resources for which they qualify while also receiving practical housing-navigation and stabilization support.

Housing Resources & Financing Strategy

Build, Preserve, Subsidize And Connect

Affordable housing requires multiple tools. Heaven Sent can pursue development partnerships while helping clients connect with programs administered by HUD, public housing agencies, the VA, Florida Housing and local governments.

Client Progress Framework

For grant and program reporting, Heaven Sent can measure progress at each point rather than claiming that one service alone caused the final outcome.

The Heaven Sent Housing Promise

We Will Not Treat People Like A Number.

We will tell people the truth about what is available. We will not promise a bed, voucher, apartment, grant or funding that has not been secured. We will respect a person's choices, service, family, disability, work, pets and dignity.

The goal is not simply to end a night of homelessness. The goal is to build the conditions that make another night of homelessness less likely.

Important Service Boundary

Supportive Services — Not Clinical Treatment

Heaven Sent provides non-clinical supportive services. We do not represent Heaven Sent or the planned Safe Harbor campus as a medical facility, detoxification program, or licensed mental-health or substance-use treatment provider. When clinical care is needed, we help connect people with appropriately licensed hospitals, clinics, VA providers, behavioral-health professionals and community treatment resources.

Faith and peer support complement professional care; they do not replace it.

Development & Partnership

Help Build The Affordable Housing Pipeline

Safe Harbor and the Affordable Housing Program can bring together housing developers, public agencies, landlords, financial institutions, foundations, employers, healthcare systems, faith communities, skilled trades and volunteers.

🏗️ Development

Land, predevelopment, design, engineering, infrastructure, construction and rehabilitation.

🏢 Landlords & Property Owners

Rental opportunities, voucher-friendly units and relationships that help households move from referral to lease-up.

💰 Funding Partners

Grants, affordable-housing financing, philanthropy, in-kind materials and eligible public funding.

🛠️ Skilled Trades

Construction expertise plus workforce and apprenticeship opportunities for Safe Harbor participants.

🏥 Service Partners

Healthcare, behavioral health, disability, senior, family and Veteran service connections.

🤝 Community Partners

Food, transportation, furnishings, technology, pet support, volunteers and neighborhood connection.
