Pennsylvania chapter mission

The Pennsylvania chapter of Heaven Sent Community Services and Veterans Assistance exists to stand beside veterans, seniors, people with disabilities, caregivers, and families in crisis with practical help, trusted leadership, and follow-through that does not disappear when the first emergency has passed.

Under Tim Lehman’s leadership, the chapter is built to respond with discipline, compassion, and real-world disaster experience while helping connect people to safety, stability, and long-term support.

Military and deployment record

Tim served in both the United States Air Force and the United States Army, building a career around technical reliability, mission communications, and operational discipline. In Korea, he led the installation and activation of a new data processing facility, and in Kandahar, Afghanistan, he served as the post Communication and Information Management Officer during a ten-month combat tour.

Those assignments were not routine—they were the kind of work where communications failure could unravel an entire operation. He retired from military service in 2005 as a Chief Warrant Officer, a rank associated with trusted experts who solve hard problems under pressure.

Emergency management strength

Tim’s credibility is not limited to military service. He has been an EMT, an Amateur Extra class ham radio operator, and a Pennsylvania Emergency Management Agency professional, bringing together public safety, field communications, and emergency management experience in one rare skill set.

He also served ten years as Emergency Management Coordinator for the Borough of Steelton, Pennsylvania, and responded during the Harrisburg flood operations in 2011. That background makes him especially valuable on deployments because he understands how to operate when the normal systems break down and time starts working against the people affected.

Tim has been part of Heaven Sent since the earliest MDR deployment work and was there on the first deployment with MDR as Vice President to Baton Rouge, where the mission moved with support connected to one million dollars from the Northern Jurisdiction Scottish Rite. That early deployment history matters because it shows he did not join after the foundation was built—he helped build the operational culture from the front.

He remains a major force inside Heaven Sent because of that shared field experience with the founding director. They know how each other thinks, what a scene requires, and how to act before problems grow, which is why Tim continues to be trusted across disaster operations, communications, and executive leadership.
