Transportation & Outreach
Sometimes the difference between having help available and actually receiving that help is simply being able to get there. Heaven Sent works to meet people where they are, identify the barriers standing between them and stability, and help connect them with the appropriate community resources.
We Go to the People.
A person cannot complete an intake they cannot reach. A Veteran cannot attend an appointment if transportation is the barrier. A family living in a vehicle may not know which program to call. An unsheltered person may have no phone, mailing address, or reliable way to reach services.
Heaven Sent's outreach model is built around identifying those barriers, helping people navigate available systems, coordinating referrals, and following up whenever possible.
Transportation Is More Than a Ride
Transportation can affect access to housing, benefits, employment, identification, food, Veteran services, healthcare providers, government offices, workforce programs, and other essential community resources.
Housing & Homeless Services
Helping clients navigate connections to coordinated homeless-response resources, housing providers, shelters, intake locations and other appropriate housing-related services.
Veteran Connections
Helping Veterans identify and connect with appropriate VA and community resources, including housing, benefits-navigation, supportive-service and other Veteran-focused programs.
Employment & Workforce
Transportation barriers can interfere with interviews, training, workforce programs and employment stability. Heaven Sent works to identify appropriate transportation and referral options.
Benefits & Documents
Clients may need assistance navigating appointments and locations related to identification, benefits, records, applications and other documentation necessary for stabilization.
Basic Needs
Outreach may identify immediate needs involving food, hygiene, clothing, communication, transportation, pet needs and other barriers requiring referral or community coordination.
Disaster Recovery
During disasters and recovery operations, transportation and mobile outreach can help connect affected households with appropriate disaster resources, mass-care services and recovery partners.
From First Contact to the Next Step
Outreach should lead somewhere. Heaven Sent's goal is to move from identifying a person in need to understanding the problem, identifying appropriate resources and helping establish the next practical step.

What We Do Not Promise
Heaven Sent is not a public taxi, ambulance, emergency medical transportation service or guaranteed transportation provider.
Transportation assistance depends on factors such as program capacity, staff and vehicle availability, destination, safety, eligibility requirements, partner resources and the circumstances of the individual request.
Heaven Sent cannot guarantee housing, benefits, transportation, financial assistance, appointments, admission into another program or a particular referral outcome.
Eligibility for outside programs is determined by the agency or provider responsible for that program.
Mobile Outreach When Communities Are Disrupted
Transportation and outreach become especially important when normal systems are disrupted by hurricanes, floods, tornadoes, fires and other emergencies.
Community Outreach
Heaven Sent's disaster-response approach can include field outreach, basic-needs identification, referral coordination, resource navigation and communication with appropriate disaster and community partners.
Access & Functional Needs
Outreach planning should consider seniors, people with disabilities, Veterans, families, people without reliable transportation and households whose normal support systems have been interrupted.
Transportation Is Part of the Safe Harbor Strategy
Safe Harbor is a planned Heaven Sent housing and community-stabilization development. Transportation and mobile outreach are being incorporated into the planning because permanent housing alone does not eliminate every barrier that can prevent a person from reaching long-term stability. Heaven Sent's outreach mission is broader than the future campus: the goal is to reach people in the community and help connect them with the appropriate next step, whether or not they ultimately reside at Safe Harbor.
The transportation component is intended to work alongside housing, case management, workforce development, Veteran services, family services, senior and disability support, basic needs and disaster preparedness. It also supports the larger Safe Harbor continuum: outreach, Rest & Reset, appropriate outside professional treatment when needed, recovery and stability support, workforce and income, affordable long-term housing, and greater independence.
Mop & Manie: Transportation With Dignity, Comfort & Follow-Through
Transportation is not only about moving a person from one address to another. For someone living in a vehicle, sleeping outside, rebuilding after disaster, caring for children, living with a disability, or trying to reach Veteran, housing or workforce services, the ride can be the bridge between crisis and the next stable step.
Mop & Manie — The Comfort Behind Safe Harbor
We go to the people. We help remove the transportation barrier. We help make the connection. And when appropriate, we keep following the case instead of treating the ride as the end of the work.
Mop, Heaven Sent's traditional tan teddy bear, represents comfort, familiarity and the simple message that a person in crisis still deserves gentleness and dignity. Manie, Heaven Sent's soft gray manatee, represents Safe Harbor: calm, protection and a safe place to land.
No One Organization Can Solve Transportation Barriers Alone
Heaven Sent seeks relationships with organizations that can help expand responsible transportation, outreach and service access.
Building Transportation Through the Right Funding Lanes
Heaven Sent does not assume that one grant or one organization should pay for every transportation and outreach need. Different components may fit different funding, partnership and in-kind opportunities.
Program & Service Funding
Potentially appropriate transportation and outreach activities may be incorporated into eligible homelessness, Veteran, senior, disability, workforce, disaster or community-service programs when allowed by the applicable funding rules.
Vehicles & Equipment
Vehicle acquisition, modifications, communications equipment and related capital needs may require separate grants, donations, sponsorships or other allowable funding sources.
Operations
Fuel, insurance, maintenance, staffing and operating expenses must be matched with funding sources that specifically permit those costs.
In-Kind Partnerships
Businesses and community partners may help through eligible donations of vehicles, maintenance, tires, fuel support, equipment, technology and other useful resources.
Safety, Privacy & Appropriate Referrals
Heaven Sent works to protect client dignity and privacy while coordinating services. Only information reasonably necessary for casework and referral coordination should be collected or shared through the appropriate process.
Heaven Sent provides community outreach, navigation, referral, coordination and follow-up. Medical treatment, mental-health treatment, substance-use treatment, legal representation and other licensed or specialized professional services must be provided by appropriately qualified organizations or professionals.
If there is an immediate life-threatening emergency, call 911.
