Financial Transparency & Accountability Center
Heaven Sent Community Services & Veterans Assistance believes that every contribution carries trust with it. We honor that trust through responsible stewardship, written financial controls, Board oversight, public disclosure and accountable service to the people and communities we serve.
Our Commitment to Stewardship
When someone gives to Heaven Sent, it is more than a financial transaction. It is an act of trust in our mission to help Veterans, people experiencing homelessness, seniors, people with disabilities, families and communities affected by disaster.
Heaven Sent is committed to using restricted and designated funds for their intended charitable purposes and to maintaining records that document how organizational resources are received, approved, allocated and used.
Grant funds are managed according to the requirements of the applicable award. Allowable program-support and administrative costs may be charged when authorized by the grant, donor restriction, contract, approved budget or applicable rules.
Our objective is simple: resources entrusted to Heaven Sent should support the charitable mission for which they were provided and be managed with accountability, documentation and responsible oversight.
Our Stewardship Promise
We do not measure this mission by what we can keep for ourselves. We measure it by whether the resources entrusted to Heaven Sent are used responsibly to help people move from crisis toward stability, dignity and hope.
How Heaven Sent Protects Resources
Accountability requires more than good intentions. Heaven Sent uses written policies, procedures, documentation and oversight to support responsible financial and organizational management.
Board Oversight
The Board provides governance and oversight consistent with Heaven Sent's bylaws, adopted policies and delegated authority.
Financial Controls
Financial procedures address receipts, deposits, expenditures, reconciliations, documentation, approvals and restricted funds.
Grant Accountability
Grant expenses are tracked against applicable budgets, restrictions and award requirements with supporting records maintained for reporting and review.
Documented Purchasing
Purchasing procedures are designed to document organizational need, approval, competition when applicable, receipt of goods or services and payment support.
Donation Accountability
Cash and in-kind contributions are documented and managed according to donor restrictions, organizational policies and applicable reporting requirements.
Transparency
Heaven Sent makes appropriate organizational, governance, tax, financial and accountability documents available to supporters, funders, partners and the public.
Financial & Grant Management Controls
Our accountability framework addresses the major areas involved in receiving, protecting, spending and documenting charitable resources.
Public Document Center
Heaven Sent believes transparency should be practical. The following documents provide information about our legal organization, governance and financial-management framework.
Heaven Sent may also make applicable IRS filings, annual financial summaries, tax-exemption records, budgets, governance policies, accountability materials and other public organizational records available through its website or upon appropriate request.
Board-Adopted Policies & Standard Operating Procedures
Heaven Sent maintains Board-adopted organizational policies and Standard Operating Procedures to help ensure that our mission is carried out consistently, responsibly and with appropriate documentation.
Public/reference copies of appropriate policies and SOP materials may be made available through our website as part of our commitment to transparency.
Authoritative organizational records are maintained by Heaven Sent in secure controlled storage. Public copies are provided for transparency and reference.
Our Operational Control Framework Includes:
Community Service Fund Use
Community donations and fundraising resources support Heaven Sent's charitable mission and the programs, services and organizational capacity necessary to carry out that mission.
Depending on the purpose or restriction attached to a contribution, resources may support areas such as:
- Housing assistance and housing-stability programs.
- Veteran outreach, navigation and support.
- Food, hygiene and basic-needs assistance.
- Transportation and client case-management services.
- Senior and disability services.
- Family and community-support programs.
- Workforce development and employment pathways.
- Disaster response, preparedness and community recovery.
- Other approved charitable program and program-support costs.
Reimbursements & Organizational Expenses
Staff and volunteers may receive reimbursement for properly approved and documented organizational expenses, including authorized travel, lodging, mileage, fuel, training or meeting expenses when incurred for legitimate Heaven Sent business or program purposes.
Fiscal Year & Public Disclosure
Heaven Sent's fiscal year ends December 31. Applicable tax filings and public-disclosure documents are maintained and made available in accordance with applicable requirements.
Financial statements and reports should be identified accurately according to their actual status. Internal financial statements are used for organizational oversight and planning. Audited, reviewed, compiled or internally prepared financial information will be described as such when applicable.
Program & Non-Program Expenses
Program expenses are costs associated with carrying out Heaven Sent's charitable mission and programs.
Administrative, fundraising and other organizational costs are identified and accounted for according to their nature and applicable accounting, grant, donor and organizational requirements.
Heaven Sent is committed to truthful financial reporting and does not intend to characterize an expense as a program expense merely to make financial results appear more favorable.
Transparency With Responsibility
Transparency does not mean exposing information that should remain protected.
What We Share
Appropriate governance records, financial policies, public tax documents, accountability materials, organizational procedures and other records that help the public understand how Heaven Sent operates.
What We Protect
Client records, HMIS information, protected survivor information, banking information, passwords, security credentials, confidential personnel information and other information that should not be publicly disclosed.
Why It Matters
Responsible transparency allows supporters and funders to evaluate our accountability while preserving the dignity, privacy and safety of the people Heaven Sent serves.
