Heaven’s Hands on Earth  

There are nights across this nation when the sound of rain on a windshield is the only song of comfort a forgotten soul hears. A veteran who once stood in the line of fire now sits alone in the cold of a parking lot, whispering the same prayers he once said on the battlefield: “God, please don’t let me die out here. 

There are mothers and fathers, their hands trembling from age or illness, holding tightly to the steering wheel of the only shelter they have left—an old car whose engine no longer starts, but whose doors still lock against the world. And there are those with disabilities, cast aside by circumstance, who watch the world pass by from behind fogged windows, unseen and unheard.  

Heaven, Sent Community Services and Veterans Assistance cannot look away. We were called for such a time as this. 

The Vehicle Triage Center is not merely a parking lot—it is a place of miracles, where broken hearts find belonging and forgotten lives are wrapped again in dignity. Here, under the covering of faith, love, and service, the lost are found, and the weary are welcomed home, sometimes for the first time in years. 

We will feed the hungry, clothe the shivering, embrace the lonely, and whisper hope into the ears of those who’ve lost the strength to believe. With faith-based partners like

 Operation BBQ Relief, Samaritan’s Purse, Team Rubicon, National VOAD, Methodist Disaster Services, and the Seventh-day Adventist community,

Heaven -  Sent will stand shoulder to shoulder with servants of God, transforming empty lots into living sanctuaries of grace. 

Our mission flows from the heart of Christ Himself—one that reaches into the darkest places with the light of love. The Vehicle Triage Center will offer not only a safe haven, but also medical triage, meals, showers, pastoral care, and a direct path to stable housing and spiritual renewal. We will not let their final address be a license plate number. We will fight until every soul has a home, a purpose, and a reason to smile again. 

This is more than a program—it’s a promise. 

A promise that our veterans, our elders, and our brothers and sisters with disabilities will no longer be invisible. 

A promise that compassion will drown out indifference. 

A promise that Heaven Sent will be there when no one else will. 

Because we believe in the God who restores. The God who rescues. 

And in the command that pierces every believer’s heart:

Heaven Sent Community Services and Veterans Assistance: Vehicle Triage Center

 Overview the purpose of the Vehicle Triage Center is to provide compassionate support to individuals and families who are experiencing vehicle homelessness, as well as to assist clients who commute to work through our Veteran Service Center. This facility will be inclusive and welcoming to senior citizens, individuals with disabilities, veterans, and their families.

Located in a nature-rich area that fosters a sense of peace and belonging, the Vehicle Triage Center will offer a range of amenities and on-site activities designed to promote well-being, independence, and community connection.

Planned Facilities and Amenities

Walking Trails:

Peaceful paths through natural surroundings for exercise and relaxation.

Clubhouse:

A social hub offering Bingo, games, and various community activities.

Picnic and Barbecue Areas:

Outdoor spaces for families and groups to gather and enjoy meals together.

Cabin Rentals:

Comfortable lodging options for short-term stays or transitional housing.

Canine Park and Playground:

Areas for pets and children to play safely.

Video Game Arcade:

Recreational space for youth and families to unwind.

Laundry Facilities:

On-site convenience for residents and visitors.

Restaurant and Supply Store:

Affordable dining and essential goods—priced comparably or lower than a PX—to support daily living.

Fishing Pond:

A calm, scenic spot where visitors can relax, fish, and connect with nature.

Fairgrounds Area:

Multi-purpose space for fundraising events, small concerts, community gatherings, and veteran craft or goods sales—similar to a local flea market.

Wood Shop and Vehicle Repair Shop: Hands-on facilities for skill building, vehicle maintenance, and repair, staffed by an experienced engine specialist dedicated to helping clients restore mobility and self-sufficiency.

This center will serve as both a transitional resource and a thriving community space, empowering veterans, seniors, and individuals in need through dignity, opportunity, and shared purpose.

High viability spans technical, financial, operational, and legal aspects for a 50-spot pilot at $2-5M startup (70% grants), projecting ROI via reduced ER visits and citations. Recommendations: Proceed with partnerships, low-barrier intake, and metrics tracking for veteran, senior, and disabled focus.  

 Core Goals and Purpose 

 VTCs prioritize secure overnight parking, harm reduction against street citations and impoundments, and triage services including housing navigation, vehicle repairs, health referrals, and customized support. Heaven Sent tailors for veterans via PTSD counseling and VA benefits navigation, seniors through Medicare guidance and fall prevention, and handicapped/disabled residents with ADA-compliant ramps and medical coordination. Rapid stabilization serves full-time vehicle dwellers without alternatives, tackling isolation, mobility barriers, and service gaps. 

   Why Ideal for Veterans, Seniors, and Disabled, 

 Veterans retain vehicle independence crucial for PTSD or trust issues, accessing on-site VA links, peer support, and priority housing without shelter mandates. Seniors evade street risks like falls or hypothermia via safe parking and elder management for SSI/Medicare and family reconnection. Handicapped individuals secure ramps, grab bars, mobility repairs, and adaptive housing transitions often absent elsewhere. 

 How to Prove VTCs Are a Great Thing 

  Bayview data evidence of success: 177 served; dozens transitioned to shelter/housing/repairs, reduced enforcement costs, 20-30% placements, and lower ER visits. Heaven Sent tracks pre/post metrics on health gains, 50%+ citation drops, and complaint reductions, bolstered by pilot studies and VA evaluations for stakeholder validation. 

 Evidence and Data Supporting Feasibility 

 Technical:  

 Bayview operated reliably on underused lots with security/utilities; adaptable for ADA/senior features via partnerships. 

 Financial:  

 $2-5M pilot startup (HUD/VA grants 70%), ongoing under $100K/spot via per diem/savings. 

 Operational: 

  80% capacity, same-day intake, case worker integration per Urban Alchemy model . 

 Market/Legal: 

  Demand post-Bayview closure; city codes support with zoning/ADA checks. 

  Roles for Case Workers   

 Heaven Sent case workers conduct daily check-ins, needs assessments, and linkages—VA claims for veterans, elder services for seniors, SSI/ADA for disabled—facilitating repairs, family mediation, and 30–60-day (about 2 months) plans to boost engagement/exits. Veteran specialists handle benefits/PTSD; staff monitor senior health/handicapped access. 

   Opportunities for Other Nonprofits 

 Rebuild from Disaster Services supplies vehicle/RV repairs and disaster-resilient setups for post-storm seniors/veterans. The National VOAD provides case worker training, veteran certification, and accreditation for quality scaling. Joint grants/shared staffing/co-programs amplify impact.
