Heaven Sent Community Services and Veterans Assistance 

Rehabilitation and Residential Program Overview 

Heaven Sent Community Services and Veterans Assistance will employ licensed drug and alcohol counselors and implement a peer-to-peer counseling model to operate a voluntary rehabilitation center. Our mission is to assist individuals in overcoming addiction while providing support for veterans, senior citizens, disabled individuals, and families in need of housing, training, or assistance. 

 The center will obtain and maintain all required state licenses to ensure compliance with Florida law and professional standards. 

Program Structure 

Each client will receive an individualized treatment plan developed by a licensed counselor. 

During the first 30 days, clients will reside in gender-appropriate open bay barracks under a structured schedule often referred to as “lockdown.” During this period, clients must attend counseling sessions, meals, work sessions, and designated visitation hours. 

Work sessions will include classroom learning and vocational testing. Clients demonstrating an interest in continued education or vocational training will be guided into suitable programs. 

Family and Housing Options 

Clients with family or friends nearby may be permitted nightly visitations with counselor approval. Families may also reside on campus in designated family housing. 

Single parents in the program will be asked to sign a limited power of attorney, authorizing Heaven Sent Community Services and Veterans Assistance to provide necessary support for dependent care. By allowing families to stay or visit regularly, we seek to enhance clients’ motivation to complete the program. 

Campus Policies 

All buildings, including residences, will be non-smoking. Smoking will only be allowed in designated outdoor areas at least 50 feet from any structure, in accordance with Florida state law. Heaven Sent recognizes that smoking may provide a calming effect for some individuals, but we also aim to protect the rights of non-smokers. 

The entire campus will be drug- and alcohol-free. We strive to eliminate environmental temptations and make the withdrawal process as safe and low-stress as possible. 

Substance Use Policies 

All clients, staff, and volunteers must adhere to this substance use policies: 

Alcohol use: 

 Heaven Sent maintains a one-strike alcohol policy. Minor violations will result in a written warning documented in the client file. Public intoxication, driving under the influence, or any illegal activity will lead to immediate dismissal from the program. Employees found in violation—whether cited or arrested for alcohol-related offenses—will face immediate termination. 

Drug use:  

Heaven Sent enforces a strict zero-tolerance policy for illegal drug use or possession. Any violation will result in immediate expulsion (for clients) or termination (for staff) 

During the first 30 days, clients will undergo weekly random drug testing. Afterward, testing will occur monthly at random intervals. Initial test results will be used to monitor the reduction of drug levels throughout early recovery. Any positive test result after the 30-day period will result in immediate expulsion. 

Family members or adult dependents residing on-site must also undergo drug testing and background checks to remain on the property 

Additional Support Populations  

Not all program participants will require addiction rehabilitation. Heaven Sent will also serve: 

Veterans and their dependents in need of housing or training  

Senior citizens requiring housing assistance or aid  

Disabled individuals seeking support or vocational opportunities  

Parents or guardians of special needs children seeking care and stability  

All residents and participants are subject to the same drug and alcohol policies and random testing requirements to ensure a safe, supportive, and sober environment.
